The 2022-2025 composite budget preparation process has began in earnest and in line with regulation 17(3) of the public Financial Management regulations, 2019, LI 2378 as well as paragraph 119 of the 2022-2025 Budget Preparation guidelines mandates the organising of regional budget hearing for all MMDAs.
The hearing was to offer the Regional Co-ordinating Council (RCC) with support from the National Technical working team the opportunity to jointly review the MMDAs revenue and expenditure performance for 2021 and the targets set for 2022-2025. It is to further ensure that the budget allocatons reflects the objectives and strategies of government policies and are also in line with the 2022-2025 Budget Preparation guidelines issued by the Ministry of Finance.

The office of the Kpone-Katamanso Municipal Assembly on the 21st October 2021 hosted the zone 10 MMDAs comprising of the Kpone-Katamanso Municipal Assembly, Ashaiman Municipal Assembly and Accra Metropolitan Assembly for the Regional Budget Hearing. The participants from the various Assemblies were well represented.
The technical team from RCC were Madam Rita Bossman Armah, Deputy Regional Budget Analyst and Mr Ishmeal Mensah (Regional Internal Auditor) and those from Ministry of Finance – Fiscal Decentralisation Unit (MOF- Head FDU) were Mr Ebo Amuah and Mr Victor Enninful( Senior Economic Officer-FDU) to facilitate and review the various Budget of the MMDAs present.

Hon Joseph Gbeze, the Presiding member for KKMA on behalf of the MCE read a statement highlighting that the financial laws requires that programs such as Regional Budget hearings are duly acknowledged and followed to deepen participation and accountability. He further explained that the Budget hearing is an opportunity to account for service delivered to the citizenry

Mr Ebo Amuah, in his opening remarks advised that budget preparations is for the people we serve and should therefore reflect and address their challenges. He said the essence of the budget hearing was to provide the necessary corrections and technical backsppoing for the growth of the various MMDAs. He advised the various MMDAs to always use the GIFMIS platform in their financial transactions because they can be sanctioned for failure to use it.
Mr Noble Atsu Ahadzie, Municipal Budget Analyst presenting on behalf of KKMA
Mr Noble Atsu Ahadzie; the Municipal Budget Analyst of KKMA presented the strategic budget estimates for KKMA on behalf of the MCE; Hon Samuel Oko Amanquah. His presentation touched on key achievements, core functions and challenges of KKMA for 2021. He also highlighted the key programs and projects of the Assembly. He shared the strategies adopted by KKMA to increase revenue mobilization. He mentioned the use of comprehensive data, improvement in monitoring of the revenue, community engagements to educate residents on the need to pay revenue as well as easier and effective means of paying bills in all the four zonal councils.
