The Budget Unit of the Kpone-Katamanso Municipal Assembly (KKMA), on 26th June 2026 organized a stakeholder’s consultation meeting at Kpone as part of the statutory process towards the preparation of 2027 Fee- Fixing Resolution. The meeting provided a platform for key stakeholders to contribute to the review and determination of rates, fees and charges for the 2027 fiscal year.
Participants at the meeting included market women, private school owners, carpenters, property owners, drinking spots operators, store owners, artisans, saloon owners, fabricators, hotel, guest house & hostel owners, repairers, fuel station owners, corporate bodies, among others.
Delivering his welcome address, the Municipal Chief Executive (MCE), Hon. Samuel T. K. Morton noted that the consultation was targeted at promoting participatory governance and ensuring that diverse views were considered in the preparation of the 2027 Fee-Fixing Resolution. Hon. Morton assured stakeholders that the inputs gathered would be presented to the General Assembly for approval.

Speaking on the purpose or objectives of the meeting, the Municipal Coordinating Director (MCD) for KKMA, Mr. Mohammed Ali Amadu emphasized that the meeting aimed to engage stakeholders in the fee-fixing process to ensure transparency and inclusiveness in decision-making. The MCD added that the purpose of the engagement was also to gather inputs and recommendations on proposed rates, fees and charges in order to build consensus on realistic and acceptable fees for 2027.

In a power point presentation, the Municipal Budget Analyst (MBA); Mr. Emmanuel Kudola explained that, the consultation was in line with Local Governance Act 2016 (936) which states that ‘a District Assembly shall enable the residents and other stakeholders in the District to participate effectively in the activities of the District Assembly and sub-district structures of the District Assembly. Participation in by-laws and fee-fixing resolutions’ He presented the draft 2027 Fee-Fixing Resolution, outlining proposed adjustments in the rates, fees and charges.

Mr. Kudola’s presentation touched on sources of revenue of the Assembly such as decentralized transfers, internally generated funds, donations and grants. The presentation also highlighted the rationale for the proposed changes, including inflation, cost of service delivery, and the need to improve internally generated funds (IGF).
The program was carried out in all the four zonal councils across the Municipality.
