In line with Regulation 17(3) of the Public Financial Management Regulations 2019 LI 2378 the 2026-2029 composite Budget preparations for MMDA’s has commenced. The Greater Accra Regional Coordinating Council (RCC) organized the Budget preparation and hearing.
In view of the above, the Kpone-Katamanso Municipal Assembly (KKMA) was selected to host Zone B on 23rd October, 2025. [Zone B comprises of Kpone-Katamanso Municipal Assembly, Ada West and Ada East District Assemblies.]
In his welcome address, Hon. Samuel T. K. Morton; Municipal Chief Executive (MCE) for Kpone-Katamanso warmly welcomed all participants to the meeting and wished them a fruitful deliberation.

In a power point presentation on the 2026-2029 Composite Budget for the Kpone-Katamanso Municipal Assembly, Hon Morton emphasized that the Kpone Katamanso municipality is undergoing a rapid transformation. The MCE touched on adopted policy objectives, key performance and challenges facing the Municipality. Hon Morton mentioned some of the challenges facing Kpone Katamanso Municipal Assembly as bad state of the road network, inadequate health infrastructure, irregular flow of water, high rate of unemployment, and increase in social vices among others.

Hon Morton also touched on the expenditure and revenue performance for 2025. He also outlined the 2025 key projects and programs for the Assembly. Hon Morton stated that key achievements of Kpone-Katamanso Municipal Assembly (KKMA) include completion of projects such as markets, CHPS compounds, dormitory block at Kpone SHS, dormitories to PWD’s, installation of streetlights and construction and furnishing of classroom blocks.
Senior Budget Analyst from the RCC, Ministry of Finance and the local Government Secretariat, intensively scrutinized each presentation.

The composite Budget hearing was well attended by the DCE for Ada West; Hon. Jerry John Foreigner Mills-Nkrumah, the Municipal Coordinating Director (MCD) for KKMA, Mr. Mohammed Ali Amadu, Presiding members, Finance Officers, Internal Auditors and the staff of Kpone-Katamanso Municipal Assembly (KKMA).
