The Planning Unit of the Kpone -Katamanso Municipal Assembly (KKMA) from 24th July- 4th August, 2025 organized public hearings on the Assembly’s 2026-2029 Medium Term Development Plan in the four zonal councils across the Municipality.
The gesture was in fulfillment of Section 10, Sub-section2(c) of Act 480, which mandates the District Planning Authority to ensure stakeholder participation in the preparation of District Development Plans. The public hearings were also meant to solicit feedback and recommendation for the improvement of the draft plan.

Briefing participants before the presentation of the medium-term development plan; the Municipal Co-ordinating Director (MCD) of KKMA; Mr. Mohammed Ali Amadu emphasized that the hearings was to bring the work of the Assembly to the doorstep of resident across the Municipality. Mr. Amadu added that it was also an opportunity for the local people to listen and watch all the Assembly’s projects and programs executed so far.
In a power point presentation, Madam Zubaida Damango, a Senior Development Planning Officer at KKMA explained that Ghana as a country has implemented five medium-term development plan since 2002. She further explained that 2026-2029 medium-term development plan for KKMA was prepared based on the common issues raised from the needs assessment engagement across the four zonal councils. She said key issues raised included inadequate health facilities, inadequate educational facilities, inadequate market places, erratic power supply, security/governance, sanitation, street naming, poor roads network, among others.

Madam Zubaida outlined major projects and programs successfully executed by the Assembly since its inception in 2012. She stressed that the Assembly has implemented 88% of its targeted projects and programs. She mentioned some of the challenges facing the Assembly as inadequate funds for the execution and implementation of projects, boundary disputes, poor road networks, delay in the release of funds for implementation and execution of projects and loss of arable land to estate developers.
Touching on the outlook of the 2026-2029 MTDP, Madam Zubaida disclosed that the Assembly intends to implement 802 projects and programs in the next four years.

For his part, the Municipal Chief Executive (MCE), Hon Samuel T.K. Morton stated that the event was to improve participatory, transparency and accountability for the benefit of residents. He encouraged residents to constantly be in touch with the Assembly to know exactly what their priority needs are in order to profess solutions. Hon. Morton appealed to residents to support the Assembly to achieve its goals.
Participants were given the opportunity to give suggestions and ask questions about the medium- term development plan for the Assembly.

The public hearings was attended by chiefs, religious leaders, Unit committee members, Assembly members, leaders of recognized groups, heads of Department/Unit and the general public.
