CAPACITY BUILDING ON SENSITIZATION ON LOCAL GOVERNMENT PROTOCOL

The Human Resource Units of Kpone-Katamanso Municipal Assembly (KKMA) on 12th August, 2022 organised a training program on sensitization on Local Government protocol for heads of departments and their assistants.

Madam Shalom Afari, the head of the Unit welcomed all heads of department and their assistants for attending the training program in their numbers. She stated that the training program was the first program organized in the third (3rd) quarter.  She explained that, the purpose of training program was to sensitize all heads of Departments and their assistants to be well equipped with the Local government protocol and its application to local governance.

Mr. Kenneth Nkrumah Daniels, the Deputy Coordinating Director for KKMA and the facilitator for the training program said that, every organization has its own code of conduct and the Local Government service is no exception. Mr. Daniels educated the participants on the history, types of decentralization and the local government protocol. Decentralization according to the resource person is bringing governance to the people. He explained further that, decentralization has accelerated development and allow people at the grass root to take decisions.

Mr Daniels emphasised that, the Municipal, Metropolitan and District Assemblies have gone through various types of decentralization that is; fiscal, political and administrative decentralization.

Mr. Daniels said, the code of conduct was derived from the 1992 constitution. He highlighted some of the local government protocols as scheme of service, condition of service, Service delivery standard, training and development.  He stressed that, the code of conduct assist staff of the Local Government service to behave well, as well as enhance their service delivery standards. He enlightened participants on reporting procedures, relationship procedures and channel of communication. Deliberating further on the relationship procedures he said, the Municipal Chief Executive (MCE) is the Political and Administration head of the Assembly thus all HOD’s collaborate with the MCE to the development of the MMDA’s. He then concluded his training with practical section where some heads of department were selected to practice using the service delivery standard which is; Participation, Professionalism, Efficient and Effective use of resource, Client focus, Accountability and Transparency. He then urged participants to be diligent in their field of work.
